Y2Fox has an immediate need for Market and Solutions Director to support our growing company.


Scope of occupation
Position will provide management of solutions technical support to ongoing business development activities including capture management support and significant work on proposals and other documents provided to potential clients. The Solutions Director will be a critical link in managing the design and selling of solutions to customers both in person as well as through proposal activities. This includes proposal staffing, end-to-end solution architecture and system integration, management approach, risk categorization and mitigation etc. The candidate should expect to provide approximately 50%-70% of their time supporting proposal development with the remainder of their time interfacing with customers and the business development team. The range of work and tempo of each will be based upon the time of year and market with regards to proposal activity. They will take ownership for and drive creative, compelling, compliant, customer –focused proposal documents. Candidates will be supported by solutions managers, writing staff, proposal management, and work under the Vice President of Enterprise Solutions.

Day to day : Sell solutions to customer based upon their needs as expressed through solicitations, sales calls and open research (pre-sale and proposal support) Take ownership for managing the quality of proposal content and team workmanship Support the research of customer issues in preparation for proposals and sales calls Manage the solutions managers that support small teams of writers developing proposals Break technical concepts down in simple terms and identify the value proposition for use in proposals Manage the solutions managers to ensure well thought out and easy to follow methodologies incorporating detailed customer context are provided to the proposal writers Conduct detailed reviews of solicitation documents and proposal responses Work with and lead business development staff in supporting preparation of complex technical solutions to be presented to customers. This includes targeted questions and interviews to obtain relevant information for developing winning customer solutions Research and provide solutions for new areas of business for Keep abreast of industry and market trends as it relates to IT operations

Qualifications Analyzing customer requirements and making recommendations for end-to-end business solutions that demonstrate business value to the customer 10+ years system engineering experience in IT projects focusing on custom software development, system integration, and/or operations solutions 10+ years of experience analyzing complex solicitations, designing customer solutions, and articulating the business value of those solutions into easily understood pieces 5-7 years of experience selling to government agencies a plus 5-7 years of solution selling for pre-market long term opportunities 5-7 years of experience demonstrating cost/schedule estimation for staffing and project delivery as well as the organizational structures to deliver IT solutions across multiple organizations and companies 3-5 years of experience of IT project implementation a plus 3-5 years of experience marketing/selling consulting services a plus Bachelor’s Degree in Computer Science or related IT field; Master’s Degree in Computer Science or related IT field, Doctorate in Computer Sciences a plus Excellent oral and written communication skills Excellent MS Word, Excel and Powerpoint skills 25% travel may be required Women and Veteran are encourage to apply

This position requires a minimum of ten years of relevant experience with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. Exceptional proficiency in written and spoken English is required, as is an advanced degree in relevant field such as international development, statistics, or economics. Demonstration of progressively more responsible experience in the following areas will be required: • Project or program management. • Successful leadership in an intercultural team environment in a development context. • Supervision, staff development, and mentoring. • Design and management of Monitoring and Evaluation (M&E) systems for development projects. • Thorough technical knowledge of monitoring, evaluation methods, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, experimental and quasi experimental evaluations design, and management/dissemination of evaluations. • Exposure to Egypt’s development challenges preferred. • Experience in unstable, conflict-prone or post-conflict reconstruction environments preferred. • Arabic skills preferred. Senior Performance Monitoring Specialist (Key Personnel) This individual will be responsible for leading and managing the technical work related to performance monitoring under this contract. Among other relevant tasks, the Senior Performance Monitoring Specialist will conduct Data Quality Analyses in accordance with ADS 203, lead/oversee the review of project-level M&E plans, and work to ensure the quality and utility of performance monitoring data.


Senior Evaluation Specialist
This individual will oversee, recruit for, and participated in evaluations and assessments throughout the life of the contract. S/he will ensure that the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess commensurate technical expertise. It is expected that the Senior Evaluation Specialist will also serve as evaluation team leader for most evaluations conducted under this contract. S/he will also contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract. S/he will also be responsible for the design, quality, development and completion of all assessments, analytical reports, and evaluations. The candidate must possess an advanced degree in a relevant field, such as advanced research methods, statistics, economics, or international development and a minimum of ten years of progressively more responsible experience in the following areas: • Substantive technical expertise in the design and implementation of evaluations both (performance and impact evaluations) of development interventions. • Design and field testing of surveys, questionnaires, and/or other data collection instruments. • Previous substantive experience working on an evaluation team. • Previous experience working in Egypt is desirable. • Arabic skills are desirable. • Project management skills are desirable. • Previous experience serving as evaluation team leader is highly desirable

Senior Monitoring and Evaluation Specialist

This individual shall have a minimum of 15 years’ experience in leading the monitoring, evaluation, and analysis of donor development projects. This individual should have extensive experience working with USAID Monitoring and Evaluation projects preferably with a focus on Education projects both Basic Education and Higher Education. Additionally, the expert should have extensive experience with designing impact evaluations, and developing evaluation methods, samples, analyses and response criteria. Strong interpersonal skills are required. The personnel specified above are designated as Key Personnel and are considered to be essential to the work being performed in this contract. Prior to replacing any of the specified individuals, the implementing partner shall immediately notify both the USAID/Egypt COR and the Procurement Officer at USAID/Egypt. In such cases, the Contractor shall notice these parties reasonably in advance and shall submit written justification (including proposed substitutions) in sufficient detail to permit evaluation of the result of this change on the project. No replacement of key personnel shall be made without the written consent of the Contracting Officer.
